I don't know. They must have fluctuating sights and reaction times. I mostly come across the lame ones. That's cuz I just ignore the good ones when they try to snipe me and then run up and bash em over the head.

Maybe it all has to do with whether they know where you are hiding or not. The guys with the shields are just idiots. Their eyesight and reaction time wasnt good enough to become a marksman, that is why they got the shields and the plasma pistol. So they can just charge up the pistol, fire and hope it homes in on you. :lol:
